This regulation is already outlined in the Regional Spatial Plan (Rencana Tata Ruang Wilayah/RTRW) and the Detailed Spatial Plan (Rencana Detail Tata Ruang/RDTR) of each area. The road boundary line distance varies by road class, ranging from 3–5 meters for neighborhood streets to 15–25 meters for national roads.

Differences Between Road Boundary Line and Building Boundary Line

  • Building boundary line: Focuses on the relationship between buildings or private property boundaries.
  • The road boundary line is often wider on main roads, while the building boundary line is usually 3-5 meters for residential areas.

Function of Road Boundary Line

Additionally, the Minister of Public Works Regulation No. 06/PRT/M/2007 regulates environmental and building procedures in general, with the determination of detailed road boundaries falling under the authority of the local government through their respective regional regulations.

Common distances often applied (as a reference):  

  • National Roads: 15-25 meters from the road edge.
  • Provincial Roads: 10-15 meters.
  • Regency/City Roads: 5-10 meters.
  • Local Roads: 3-5 meters.  

It is recommended to always check the Spatial Planning Detail or consult with the local Spatial Planning Office before building, as each region may have variations.

Penalties for Violating Road Border Rules

Violating road border rules can result in administrative and criminal penalties. According to Law No. 28 of 2002 concerning Building Construction, administrative sanctions include:

  • Written warnings.
  • Temporary or permanent stop to construction work.
  • Sealing of the building.
  • Revocation of the building permit (Izin Mendirikan Bangunan/IMB) and building approval (Persetujuan Bangunan Gedung/PBG).
  • Orders to demolish buildings or fences that violate regulations.

Additionally, fines of up to 10% of the building's value may be imposed. In certain cases that cause public harm, the threat of imprisonment for up to 5 years may also apply under regulations related to spatial planning and housing.
